On November 4, 2020, Prof. Zhou Shangjun won the Nomination Award of the 9th National Outstanding Young Jurists, as released by the assessment results of the 9th National Outstanding Young Jurists.
The National Outstanding Young Jurists is a major award approved by the Central Government, which is highly valued and concerned by the national legal circles and all sectors of society. It aims to select young legal scholars with relatively potential and prestige in the legal profession, create conditions for outstanding legal talents to stand out and grow healthy, and encourage numerous legal practitioners to adhere to the correct political direction, strive for innovation, and make new contributions to the prosperous development of socialist legal theoretical system with Chinese characteristics, comprehensive promotion of law-based governance, and the construction of China under the rule of law.
Since the selection work of the 9th National Outstanding Young Jurists Award was launched in May 2019, 115 candidates have been recommended by the associations of the China Law Society, law societies at the levels of province, autonomous region, municipality, Law Society of Xinjiang Production and Construction Corps, law schools and research institutes authorized to confer doctoral degrees in law as a first-level discipline, the Central Political and Law Commission, the Party School of the Central Committee of CPC (National Academy of Governance), the Supreme People’s Court, the Supreme People’s Procuratorate, the Legislative Affairs Commission of the Standing Committee of the National People’s Congress, the Ministry of Public Security, the Ministry of Justice and the All China Lawyers’ Association.
On November 4, 2020, the final committee of the 9th National Outstanding Young Jurists selected 10 candidates and 20 nominees for the 9th National Outstanding Young Jurists Award.
Zhou Shangjun, born in October 1979, member of the Jiusan Society, Doctor of Laws, professor and Ph.D. adviser of the School of Administrative Law of Southwest University of Political Science and Law, serves as the director of the Research Division, president of the Journal Center, and executive director of the Advanced Research Institute of Southwest University of Political Science and Law. He has been selected for the National High-Level Talents Special Support Program (National Ten-Thousand Talents Program), Chongqing Academic and Technical Leader, Chongqing High-Level Talents Special Support Program, and Chongqing Young Experts Studio Leading Experts. He currently serves as the executive director of the Association of Jurisprudence of the China Law Society and vice chairman of the Sociology of Law Committee of the Chinese Sociological Association.
He has presided over 9 projects, including major and youth projects of the National Social Science Foundation, ministerial-level projects of the Ministry of Education, the Ministry of Justice and the China Law Society, and major and key projects of Chongqing Social Science Planning. In addition, he has published more than 40 academic papers in journals such as China Legal Science and Chinese Journal of Law, as well as 5 academic monographs and 2 translation works.
He insists on discovering Chinese law in social facts, focusing his academic research both on the practical logic, organizational features and development dynamics of the rule of law in grassroots social governance, with an emphasis on “telling the Chinese story and summarizing the Chinese experience”. Simultaneously he attaches great significance to exploring frontier topics to enhance the competitiveness of local rule of law, improve the effectiveness of legislation, and bring out the advantages of value governance, and achieving rich research results and great academic impact. He persists in practicing Chinese law in social service by focusing on the transformation of academic research results into rule of law construction practice, and has presided over research tasks in political and legal affairs for many times. Moreover, he actively provides operable research reports for central decision-making organs, so as to realize mutual support between theoretical research and rule of law practice. He insists on passing on Chinese law by emphasizing on “being a man of virtue before becoming a man of knowledge”. After more than ten years of teaching, he has always teached students how to behave through his own words and deeds, and guided them on how to study through his own perseverance, and many of his students have gone on to study or teach at famous universities at home and abroad.
